 sation is an overriding trend for business\, research and innovation\, and
  that BRIC countries are increasingly gaining importance in global innovat
 ion processes. The workshop intends to open up the discussion on the oppor
 tunities and challenges the different BRIC countries offer to European inn
 ovation policy and what are the most effective ways to address the key col
 laboration issues. This workshop\, hosted by the representation of the Sta
 te of Baden-Württemberg to the EU\, will bring together 20 to 30 leading e
 xperts and policy makers for a two-day period to discuss the rationales\, 
 challenges and opportunities to develop European innovation collaboration 
 with emerging economies\, in particular with the BRIC countries. The works
 hop will allow extensive and informal discussions to examine the trends\, 
 practices and policy approaches for enhancing collaboration in innovation 
 with emerging economies BRIC in a globalised knowledge economy\, to identi
 fy specific areas of common interest or for further exploration\, and prov
 ide recommendations to the European Commission for EU innovation policy ma
 king. The invited participants include academics and others (think tanks\,
  business schools\, statisticians) that have analysed the trends\, practic
 es and impact of international R&D and innovation collaboration\; policy m
 akers and analysts that have designed\, implemented\, or are in the proces
 s of developing\, implementing measures or evaluating policies to support 
 the international collaboration with emerging countries BRIC in Innovation
  and the opening up of national innovation systems\, as well as company re
 presentatives experienced in managing internationalisation of R&D and inno
 vation processes. The workshop focuses on the before-mentioned specific co
 llaboration issues with BRIC countries\, with a particular focus on defini
 ng the key challenges\, identifying proven approaches and instruments to t
 hese\, and defining relevant policy recommendations for the European innov

 pen access Open Access is one of the most important issues being currently
  debated in science community. Open Access model  provides opportunities f
 or free and online access to scholarly literature that can be disseminated
  further with proper  author attribution. Significant developments in open
  access publishing have taken place in recent years with several new  majo
 r funding policies coming into effect. The US National Institutes of Healt
 h (NIH) announced their Public Access  Policy\, requiring all peer-reviewe
 d articles resulting from research carried out with NIH funding to be depo
 sited in  PubMed Central and to be made freely available within 12 months 
 of publication.  Recently\, the European Commission  has introduced a pilo
 t open access project in relation to the EC Seventh Research Framework Pro
 gram (FP7) of funding  requiring research grant recipients to deposit Open
  Access copies of published articles into an appropriate repository\,  the
  maximum delay being 6 or 12 months\, depending on the subject area. The c
 onventional research publications do not reach a wide audience even among 
 scientific community\, affecting both  its visibility and impact\; hence\,
  publishing in OA journals and setting up institutional archives/repositor
 ies are important  for scientific advancement. As it provides much greater
  visibility\, it also improves impact for research work. In India there  a
 re only a few research institutions that have their Institutional Archives
 / Repositories in place\, Indian Institute of  Science\, a few constituent
  laboratories of CSIR and some of the NITs are among those. Initiatives at
  national level in this  direction and motivation of scientific and techno
 logical community for their active involvement in this programme are the  
 needs of the hour.    Open Innovation  Open Innovation has advantages such
  as\, faster time to market\,  reducing R&D and product development costs\
 , tapping  global pool of experts\, getting new product ideas\, uncovering
  ready made    solutions and sharing risk with others.  Organizations in t
 he era of rising cost of technology development and shorter product life c
 ycles. It enables  organizations to expand their reach to the global brain
  comprising scientists\, researchers\, students\, faculties\, research  in
 stitutes\, inventors\, consulting firms\, small and medium sized businesse

  Phil Baty\, the Editor at large of Times Higher Education. Phil is also t
 he mastermind behind the Times Higher Education Rankings\, which he will u
 se to assess the present position of Indian higher education in a global c
 omparison. Phil has received many prestigious awards for his work. The Aus
 tralian newspaper named him among the top 15 "most influential in educatio
 n" in 2012.The seminar Higher education in India will present and analyse 
 the present state of Indian higher education\, from the prestigious IITs t
 o run-of-the mill Indian tertiary institutions. It will also look at appro
 aches to and examples of cooperation in the tertiary sector between India 
 and Europe. "Europe" in this case means the European Union\, the single co
 untries of Europe\, and individual universities\, of which case studies wi
