New INDIGO Foresight
New INDIGO is currently carrying out a foresight study on the future of the science and technology cooperation between India and Europe.
In the course of this 'International S&T Cooperation Foresight', scientists, science policy-makers and programme owners will be consulted regarding their views on Europe-India S&T cooperation in the year 2020.
In consulting these key stakeholders, we are looking for the variables influencing the form and intensity of future cooperation. Key questions are:
- What are the motivations for S&T cooperation between India and Europe?
- What might have to be done to increase cooperation levels?
- What context factors are relevant for facilitating cooperation?
Based on preliminary analysis of existing cooperation (co-publication analysis) as well as expert assessments of scientists, policy-makers and programme owners, requested through different communication channels (online consultations, workshops), the variables influencing S&T cooperation between the two regions can be assembled to a future success scenario.
Such a success scenario can then inform further debate and support policy-making.
The International S&T Cooperation Foresight exercise has started with
- an open email consultation of scientists recently involved in India-Europe co-publications
- and preliminary quantitative analyses of cooperation patterns and by an open email consultation.
Further events includee discussions with programme and policy makers from India and Europe as well as scenario workshops with scientists from India (9 May 2011, Trivandrum) and Europe (15 September 2011, Den Haag).
The final step of the exercise were the discussions (with programme and policy makers as well as scientists) complementing and finalising the policy and programme recommendations coming out of the foresight exercise. This part of the exercise took place right before the 2nd EU-India S&T Cooperation Days in Vienna/Austria, 1-2 December 2011.
We will offer up-to-date information on the current state of the foresight exercise at this site. The final results will also be made available, here, at the beginning of 2012.
The final results of the New INDIGO co-publication analysis, which has been part of this foresight exercise, are already available in form of the New INDIGO co-publication map (also attached).
